Anita Tregner

Founder & CEO, VECTORA Europe

Anita Tregner

Senior expert in centralised (directly managed) EU funding: Horizon Europe, EIC, LIFE, Innovation Fund, CEF and IPCEI-related instruments. More than 20 years positioning, structuring and delivering funded projects, 10 of them based in Brussels, and currently serving the European Commission as AMI expert, evaluator and reviewer.

Anita supports companies, research organisations, public authorities, clusters, SMEs, scale-ups and innovation ecosystems in navigating Europe's funding, policy, research and innovation landscape.

From 2013 to 2023 she was a Brussels-based Senior Advisor and EU Policy Expert, engaging more than 3,500 stakeholders and 1,500 institutions across EU Member States, with direct relationships across the directorates-general of the European Commission. This built on earlier experience with the European Commission, UNDP, OSCE, USAID and META Group.

An experienced programme and project manager across the full project life cycle, she has managed donor programmes of €10–72 million across South-East Europe and Eurasia, improving economic development and access to finance.

As a long-term expert to the European Commission's Thematic Smart Specialisation Platforms, she advised 37 S3 Partnerships across more than 200 EU regions on bankable, EU-fundable investment projects. Most recently, she supported the European Commission's performance assessment of the Interregional Innovation Investments (I3) Instrument across 34 consortia.

Her published work includes a Springer book chapter on exploiting international partnerships to promote innovative investments (2023), an EISMEA policy brief on the I3 Instrument and a second brief in preparation, and viewpoints in Science|Business on research and innovation policy.

As AMI expert, evaluator and reviewer for the European Commission, and as EU public affairs expert and Brussels liaison, Anita helps organisations understand, access and shape European innovation opportunities.
